Russian hackers?

America charges Russia that the Russian hackers hacked everything in America that it is possible to hack. Of course, no proofs are shown again. These proofs just don't exist. But another is interesting to me. Those people who officially accuse the Russian hackers have no sense of shame?

First, not hackers (it is unimportant from what they are the countries) wrote all those nasty things which became world renowned thanks to this information.

Secondly, America speaks about the exclusiveness. America considers itself the country having the best technologies. At the same time say that Russia is isolated that Russia - a regional filling station that the economy of Russia is broken off to pieces. It isn't a shame to America to declare that hackers from "a regional filling station" easily break all their most advanced technologies? It isn't a shame to America to recognize that their technologies are nothing, and their specialists are incompetent?
