Again about the unification of Germany

I wonder why the unification of Germany in the GDR and West Berlin joined the Federal Republic of Germany? And why not to the GDR?

I would not even mind if Gorbachev promised (in words) is not created on the territory of the former Soviet military bases in West Germany.
