WADA has entered "proofs" in a list of banned drugs

I plan to check the list of banned drugs (doping). Probably WADA added to the list of "stuff" called "proof".

Otherwise why the WADA and the US state Department accused Russia of completely idiotic actions, but refuse to provide proof? May be because no evidence exists? Maybe because the only "proof" is the US desire to blame all the problems of Russia?
